July 31. 1834.
Council met according to appointment.
Opened in prayer by President.
Resolved that be appointed in ’s place Pro Tem. and that
fill ’s place pro.tem.

Constitution read by ;
After which the report of & was read and laid on the table. And also ’s and s which were appointed them in the Council previous to this and was received.
After which the arose and addressed the Counsellors. saying that I hope it is the duty of us to transact all business in order. Saying that I hope when there shall be any case brought forward all should be patient and attentive to what is passing for I know that it is your duty to do so in all cases, and avoid confusion & contention, which is offensive in the sight of the Lord. And also addressed himself to the Elders: saying that it is not pleasing unto the Lord for any man to go forth to preach the gospel of peace unless he is qualified to set forth its principles in plainness to the understanding of those whom he endeavors to instruct: and also the rules and regulations of the Church of Latter Day Saints— For just as a man is and as he teaches and acts so will his followers be let them be ever so full of notions & whims.
And also spake to the congregation as well as to counsellors, that it was not the will of the Lord that our brethren should vote at this approaching Election. Bro spake on the same subject & also, who acquiesced with . The counsellors then sanctioned the above remarks.
After which the Minutes of our last council read by .
After which a case was proposed by , as follows, desiring the Counsellors to take into consideration the propriety of appointing a certain number of brethren to be stationed to preach to the brethren in this section of country from time to time as often as shall be deemed necessary as proposed by & .
